I'd say it seems inconsistent but the POV is straight-up second-wave neoliberal. Tipoff is unchallenged use of test scores to measure learning. And lack of historic context.

IMO this is something new in capitalism, a version of the bank bailouts we saw under the Dems. Question is who is making money off of the purchase.

Not persuaded you're right. I think historically businesses didn't sell an interest to fascist governments. Ownership remained as it was (except for expropriated companies), as did profits, but companies did what the government wanted.
