•Section 9 forbids suspending The Privilege of the Writ of Habeas Corpus
•Section 10 forbids ex post facto laws

can't recall NYC mayors caring about libraries so this will be a change. unfortunately many on Bluesky who approve do not live in NYC & cannot vote.
