I used to use Foxit Reader, but now just rely on Firefox.

It's a good guideline. I like it. It varies by rate of learning/improving on a topic and can take more or less than 10,000 to become an expert, but it's not going to be off by an order of magnitude.

Another one I've heard is that if you do something 100 times you'll at least be competent at it.

Having the certificates didn't actually benefit me directly in any way, but at the time I had a job that paid for tests, so getting them was a fun game. :)
