In other words, information matters! It can limit the extent to which people engage with a new technology, and thus curb its usefulness as a tool of digital opression.

Using a survey experiment in Russia and four other countries, we find that information about its opressive potential can curb public support for the governance tool substantially, even in countries where people are already aware that the state might be using surveillance technologies against them.
