even if they do have a choice, the milking machines purposefully suck out a massive amount of mana. so being milked all day will leave one physically and magically exhausted, thus unable to preform other jobs in their time off, and must return to being human cattle day after day for meagre paychecks

human cattle are payed exceptionally low wages - when they're paid at all. cruel governments and warlords who need to feed their troops are more likely to keep a slave population for this purpose. captured and pumped full of drugs, these slaves are kept in a mental fog for the rest of their lives

Instead, its most useful function is the rapid production of crops in order to feed large populations. The use of human milk in agriculture allows crops to be grown in poor soil, quite rapidly, and with less overall space. So many kingdoms - especially poorly managed ones - need the milk to flow.
