But perhaps more importantly, I think it's important to keep these countries in the picture. The wait times of the people who live there there are part of the global empirical reality, and they are rendered invisible far too often.

Visas are a key tool for states to regulate incoming mobility from abroad, which can have ramifications for the establishment and perpetuation of global inequalities. In this article, we systematically analyze visa appointment wait times in German embassies and consulates worldwide. Using computational methods, we collect—and publish—fine-grained longitudinal data on the closest available appointment dates for various visa types, covering a total of 16,182 visa appointment requests. Our analysis reveals strong and systematic variance: the poorer the country a diplomatic mission is based in, the longer the wait time and the lower the chances of finding an available appointment (which ranges from almost 0 to 100 percent). We also argue that Germany’s system is quite opaque compared to other established immigration countries such as the U.S. These core findings raise important questions in light of current debates about global justice, legal pathways to migration, and efforts to attract foreign talent. Graph that shows that 44.1 percent of requests did not lead to an appointment that could be selected. For the 55.9 percent where an appointment was available the distribution of wait times follows a steep curve with short wait times in many cases and a long tail of few cases with very long wait times of up to 98 days. The average wait times and chances to find an appointment varied a lot between Germany's diplomatic missions. The latter range from almost 0 to 100 percent. This variance is not random. Rather, economic wellbeing (GDP per capita) is a key predictor of wait times and chances of finding an appointment. The poorer the country a German embassy/consulate is based in, the longer the wait time and the lower the chances of finding an appointment.

Zudem wurden unnatürliche Schwankungen der 7-Tage-Inzidenzwerte aller Bundesländer ab dem Jahr 2023 analysiert, um einen Faktor für die Bundesland-spezifische Meldedisziplin zu ermitteln. Um lokale Schwankungen zu erkennen, wurde für jedes Bundesland eine gleitende 7-Tage-Durchschnittsinzidenz berechnet. Diese dient als Basislinie, um »normale« Schwankungen von auffälligen Abweichungen zu unterscheiden. Die absoluten Abweichungen der tatsächlichen 7-Tage-Inzidenzwerte vom gleitenden Durchschnitt wurden ermittelt. Je größer diese Abweichungen, desto stärker sind die potenziellen unnatürlichen Schwankungen. Die Abweichungen wurden pro Bundesland aufsummiert, um eine Gesamtbewertung der Schwankungen für jedes Bundesland zu erhalten. Jedes Bundesland erhält einen spezifischen Kompensationsfaktor basierend auf seinen Schwankungen zur bundesweiten Inzidenz und jeweiligen Altersverteilung (Schleswig-Holstein: 0,88, Hamburg: 1,04, Niedersachsen: 1,15, Bremen: 1,13, Nordrhein-Westfalen: 1,10, Hessen: 1,17, Rheinland-Pfalz: 1,01, Baden-Württemberg: 1,13, Bayern: 1,26, Saarland: 1,09, Berlin: 0,99, Brandenburg: 0,95, Mecklenburg-Vorpommern: 0,92, Sachsen: 0,97, Sachsen-Anhalt: 0,94, Thüringen: 0,91).

Casting votes or crossing borders? How living abroad reduces mobile Europeans’ likelihood to participate in European elections ABSTRACT Both freedom of movement and voting in European elections are fundamental citizenship rights at the heart of European integration. Ideally, EU citizens should be able to exercise both rights simultaneously. Yet, in practice, tensions exist between the two: Despite their strong emotional attachment to the European Union, EU citizens living outside their country of citizenship have a reduced likelihood to vote in European elections, even when they reside within the EU. This article demonstrates this pattern empirically for German emigrants in the 2019 European Parliament election, based on data from the German Emigration and Remigration Panel Study (GERPS). This survey is unique in that it covers both mobile German citizens who currently live abroad and those who have lived abroad, but have recently returned to Germany. Self-reported turnout was significantly reduced among those currently living abroad. Bureaucratic hurdles (including early opt-in registration deadlines, complex registration procedures, and tedious access to ballot) are identified as a key explanation for the decreased participation. These findings seem to contradict basic democratic principles and could have political implications: Since there are more than eleven million mobile EU citizens who are eligible to vote, reduced turnout among this group could affect election outcomes. Figure 1 shows the registration deadlines, based on official EU information, for mobile Europeans who wanted to vote in the 2024 EP election, for all member states that provided such information. It reveals several major obstacles: First, the registration options and deadlines varied widely between EU member states. For example, Swedish citizens residing in Belgium had two choices: register to vote in Sweden by 16 May or to vote in Belgium by 29 February. Among the 13 member states that listed a registration deadline for their own nationals residing abroad, there were no fewer than twelve different registration dates (Figure 1, Panel A). In the case of registration deadlines for non-nationals, there were even 20 unique dates among the 20 different countries that listed a specific deadline. 4This multiplicity of rules requires mobile Europeans to actively search for the conditions that apply in their particular case and thus complicates their situation. Crucially, many of these deadlines were very early. Several deadlines had already expired in March or earlier – multiple months before the election on 9 June 2024. The most extreme case concerns non-national EU citizens in Spain, who had to register more than four months before the election. This requirement creates a serious obstacle to participation in the election. Figure 2 displays the descriptive differences between the four groups under study. Among Germans who currently reside in other EU countries, the average self-reported turnout in the 2019 EP election was 54 percent (Panel A). This number is close to the actual average turnout of 51 percent in the European Union as a whole, but lower than the average turnout of 61 percent in the general German population (Swedish National Election Studies Program 2019). Moreover, past intra-EU migrants (i.e. Germans who have lived in other EU countries and have since returned to Germany), who are a more meaningful reference group since they have comparable socio-demographic characteristics (similar level of education, age, etc.; cf. Online Appendix, Table A2), feature a self-reported turnout of 81 percent. Thus it seems that the probability to vote for those currently residing abroad was suppressed by 28 percentage points compared with their counterparts who have returned to Germany. The turnout gap is even larger for global migrants: Germans who currently reside in a country outside the EU had only a 25 percent probability to vote in the past European election, compared with a turnout of 90 percent among past global migrants – a striking difference of 65 percentage points. Put differently, global migratory moves suppressed the turnout by 72 percent. Regression models corroborating the previous descriptive findings

Allerdings kommen paradoxerweise trotz der verringerten Wachstumsrate absolut gesehen bisher immer noch sehr viele Menschen hinzu, tatsächlich deutlich mehr als in der Hochphase des exponentiellen Wachstums (und den entsprechenden gesellschaftlichen Debatten) in den 1960er und 1970er Jahren.
Das Wachstumsparadox: Das relative Wachstum der Weltbevölkerung verlangsamt sich, das absolute Wachstum bleibt (zunächst) hoch.

Diesen Punkt thematisiere ich auch recht ausführlich im Buch. In der Tat geht bei der Weltbevölkerung der exponentielle Wachstumstrend nur bis 1990, seitdem verlangsamt sich das Wachstum.

11. Individuelles Handeln ist wichtig, gleichzeitig braucht es technisch-wissenschaftliche Lösungen und kollektive politische Steuerung, um Maßnahmen institutionell zu verankern.

Diese Richtungen dürfen nicht gegeneinander ausgespielt werden, sondern müssen selbstverstärkend zusammenwirken.

6. Oft gibt es dabei ein bereichsübergreifendes *Alignment*: Wer in der pandemischen Krise zu #TeamVorsicht gehörte, ist tendenziell auch für sparsamen Ressourcenumgang und Umweltschutz, eher mit dem Fahrrad unterwegs als in SUV usw. Gleiches gilt entsprechend für die expansionistische Gegenseite.
Überblickstabelle, die zeigt, was in unterschiedlichen Gesellschaftsbereichen jeweils die expansionistische und was die stabilisatorische Position ist. Beispiel Ende Gelände: Die Klimaaktivisti setzen sich einerseits für einen schnellen Kohleausstieg ein, protestierten hier allerdings auch in einem öffentlichen Verkehrsmittel mit FFP2-Masken für stärkere Vorsichtsmaßnahmen in der pandemischen Krise.

3. Diese Situation führt dazu, dass in allen möglichen Gesellschaftsbereichen die Frage im Raum steht, wie exponentielle Wachstumstrends gezielt gebrochen und auf wünschenswerten Niveaus stabilisiert werden können.

Stabilisierung wird so zum zentralen Ordnungsproblem der #Exponentialgesellschaft.
Skizze für die Stabilisierung der globalen Wirtschaft nach Justin Connolly, bei der sich das exponentielle Wachstum nicht weiter fortsetzt, was "nicht nachhaltig" wäre, die Wirtschaft aber auch nicht komplett kollabiert, was "nicht wünschenswert" wäre. Die dafür notwendige schnelle Stabilisierung der Treibhausgase auf sehr niedrigem Niveau zeigt diese Darstellung. Skizze des Philosophen Nick Bostrom, das zunächst die exponentielle technologische Entwicklung der Menschheit zeigt und dann verschiedene Szenarien, wie es weiter gehen könnte. Eins davon ist die stabile "Plateau"-Bildung.

2. Das fortgesetzte exponentielle Wachstum löst zunehmend fundamentale Krisen aus, allem voran durch Klimaerhitzung und ökologische Probleme (Artensterben, Verseuchung etc.), aber auch die gesundheitlichen Folgen von (Long) #Covid (weiterhin hoher Krankenstand) und enorme soziale Ungleichheit.
Der Meeresspiegelanstieg verläuft eindeutig exponentiell Auch die globale Plastikproduktion wächst exponentiell. Weiterhin wird nur ein Bruchteil davon recyclet, das meiste landet in der Umwelt oder wird verbrannt (wobei beides schädliche Folgen hat). Auch die Zahl der Wirbeltiere schrumpft seit den 1970er Jahren teilweise exponentiell, besonders in Lateinamerika (-94 Prozent).
