I'd offer a hypothesis that 'wrap-around' is the local epistocracy's code word for Whānau Ora, an Indigenous-led, designed-and-delivered solution to monocultural and fragmented state provision. So, if using Aotearoa as an example, I'd encourage you to explore the Whānau Ora literature too. x
