The fourth case against Stover, Michaels did send a letter that the court "administratively close the case without prejudice". The court took that as a motion for voluntary dismissal and dismissed without prejudice.

What does 28 USC 1915(e)(2)(A) say? The specific subsection basically it says that, if a party makes a claim that they are too poor to pay court fees, the court *shall* dismiss the case if the court determines that "the allegation of poverty is untrue".

Scotty Matches earlier intimated that he dismissed his lawsuits against Stover, Mediacom, Roth & USPTO. But, for the latter three, the court dismissed those actions because he (and his companies) failed to respond to show cause why they should not be dismissed pursuant to 28 USC 1915(e)(2)(A).
