just search for `"bsky.app/profile" "lists"` and you can find moderation lists about them, and other stuff. (unless you already know about these lists)

i'm pretty sure this literally already exists, in the exact same way you described. they're called moderation lists (though, as far as i'm aware, you can only find them through links or the profiles of people who created them)
