Neither Canada nor Britain have ever understood that "parliamentary sovereignty" is nothing more than anti-constitutionalism in a suit.
The USA is far from perfect, but the idea that the constitution rules over the gov't rather than the gov't over the constitution was one of our few solid ideas.
