Even if the file release continues to be stalled, it's no longer due to the courts or the Congress. It will all be on Trump and his DoJ. That makes it much easier for the victims (and the Dems) to target any slow-walking directly at Trump.

Seems like a bad move by Trump, politically. He can no longer push the Senate to vote against the bill, or veto it himself, since he's pushed for passage in the House.
It could even have implications on his strongest card: the DoJ claiming there's an "active investigation".

Surely there were Republican senators who wanted to give in and pass a bill that included most Democrat demands, just to get the shutdown over with. But they didn't, they held together.
