The charges were dismissed because the person who brought them never had the power to do so. They were, however, dismissed "without prejudice," meaning they can be reindicted by a legit US Attorney. However, we are now past the statute of limitations for Comey's claimed crimes.

Interestingly, I learned similar from former DOJ staff recently as well, who believed it was a practice started by Comey. They were uncertain if it had continued after his firing.
