Sure, and it's one of the *big* concerns. But it's still quite debated, and so we need to keep digging for more info & understanding. Presenting this as settled & agreed fact can work against the US gaining deeper knowledge on the issue & which responses might be most effective.

We can & should keep being creative in how we complicate adversary decision making, including via signalling, showcasing S&T prowess, demonstrations, and alliance strength (i.e., just adding more nuclear weapons to the US arsenal is not our only or best option for deterrence). (end of rant!)
