Angel's issue was never that he needs to be forgiven it's that he needs to forgive HIMSELF - everything he does is a part of a vicious self harm cycle he believes he deserves which Vox took advantage of in order to achieve his own ends and no one noticed BECAUSE they still see addiction as a sin
