In other USDOT/Duffy news, a win for democracy and humanity from the courts: The US District Court for the District of Rhode Island issued a decision declaring a USDOT grant condition requiring recipients to cooperate with Federal officials in immigration enforcement UNLAWFUL.
November 25, 2025 Dear Grant Recipient: On November 4, 2025, the U.S. District Court for the District of Rhode Island issued a decision addressing a U.S. Department of Transportation (DOT) grant condition requiring recipients to cooperate with Federal officials in enforcing Federal Immigration Law (the Immigration Enforcement Condition (IEC)). California v. Duffy, I :25 -cv-208 -JJM-PAS (D.R.I.) (November 4, 2025). The Court's order stated that: 'The IEC is declared unlawful and ordered vacated from all grant agreements administered by Defendants. Defendants are permanently enjoined from implementing or enforcing the IEC against the States, or otherwise attempting to condition Federal transportation funding on State cooperation with Federal civil immigration enforcement." Accordingly, DOT will not include any grant conditions requiring cooperation with Federal civil immigration enforcement in any grant agreements presented to recipients for signature on or after November 4, 2025. To the extent any such conditions are included in any grant agreement that was executed or presented for signature prior to November 4, 2025, DOT will not enforce those conditions, the conditions have no legal effect, and the conditions should be considered stricken from the agreements. DOT reserves its rights to appeal the order. Trump's chair said that because he's Trump's appointed chair, not because he's a planner (I am) or is following NCPC's Congressionally mandated responsibilities. Demo & site prep are inherently part of development. The other loophole I see is if Trump is truly paying for the project out-of-pocket.

Today, an adverstisement for ICE appeared in my LinkedIn feed. I reported the ad for "Encouraging violent acts or threatening physical harm", because that's what ICE is doing when they threaten, abuse, and kidnap my neighbors. No justification exists for LinkeIn accepting payment for that ad.

Apparently the ad complies with LinkedIn's ad policies. It's no coincidence I cancelled my Premium subscription just moments before taking the screenshot below. I could wax poetic here about our moral imperatives in this time of authoritarian crisis, but I've got to get back to work—I'm aware of my growing privilege in even having a job to get back to—so this is as profound as I'm going to get at the moment: There is no reason LinkedIn had to run that ad, or accept payment for that ad, and I encourage you to join me in no longer supporting this platform with our wallets. The image at the bottom of the screenshot is the response from LinkedIn, and it says: "We reviewd the ad and found it complies with our ad policies."

Attempted to help an injured house sparrow I found on the sidewalk this morning. Sadly, it passed away en route to @dccitywildlife.bsky.social. On the positive side, we made a donation in its memory, and I spent a little time saying hello to a gorgeous rock pigeon rehabilitating there.

The Secretary emphasized the safety purpose of traffic control devices such as traffic signs,… …signals, and pavement markings, which is to warn or guide pedestrian and vehicular traffic-and not for other forms of expression. Also, in a separate letter to Amtrak's CEO Stephen Gardner, Secretary Duffy called on Amtrak to prevent crime and improve its management of Washington's Union Station. The Department and the Federal Railroad Administration (FRA) have also directed Amtrak to submit an updated Crime Prevention Plan within 30 days, including details about coordination with other law enforcement agencies and tracking of security expenditures. This is critical in light of a recent murder and violent assault, both within the past month. As FRA's agent for station management, the Union Station Redevelopment Corporation oversees day-to-day operations, and Amtrak is expected to cooperate to enhance retail performance and protect the traveling public, allowing all stakeholders to focus on advancing state-of-good-repair projects. In the letter to WMATA CEO Randy Clarke, Secretary Duffy highlighted the need to address fare evasion and reduce crime on the Washington Metro system to protect the safety and security of riders and workers. The letter directs the agency to provide information about practices, expenditures, and initiatives related… …to safety and security to the Federal Transit Administration (FTA). Secretary Duffy also asked CEO Clarke to provide specific information on safety and security programs and strategies and how they are funded. Federal law allows transit recipients to use both formula funds and capital grants for projects to combat crime and improve safety and security. The U.S. Department of Transportation (USDOT) remains steadfast in its commitment to ensuring the safety and security of all those who travel in and through Washington, D.C. By directing local leaders to address critical safety concerns, uphold federal standards, and prioritize effective crime prevention measures, USDOT is reinforcing its oversight role in safeguarding public transportation systems.
