in an anti-poverty organisation I worked in we used to refer to this as the 'coal in the bath argument' - which refers back to people saying that council houses didn't need indoor bathrooms, as poor people would only use the baths to store coal

I can absolutely vouch for that Dan - we knew it was a racist term as far back as 1982 when it was regularly used by racists in South London against my brother (whose neurodivergent & naive sisters used to shout back "but he's not Chinese he's Korean". And then run. So maybe we weren't so naive...)
