EUSPA was spun out of the GSA. It’s a small operation now, but so are many EU agencies at the start. In 20 years or so EUSPA can grow a lot if ESA isn’t seen as the vehicle for implementing EU space policy, acquisitions and operations.

Building a new vehicle system is pretty expensive if you already have elaborate bus/road and tram/rail systems that already exist (such as in much of Europe) and you can extend and integrate further with existing stock. In terms of automation, light rail is already being automated eg DLR in London.

Bus networks tend to be better for rural areas. Particularly because roads are everywhere, rail isn’t.
