... that problem is a massive work in progress, but a possible interim bandaid is a new approach to #mentoring at scale. Relationships that both parties learn and grow from.... based on the mosaic mentoring style. Standard mentoring is so engrained, though.

That's how I read it too.
The offer gives Federal Employees 1 week to decide if want to work 7 more months until September 30, 2025, then resign without benefits, without severance, and without a severance package.
