One thing that I like to do is prefix some findings with "Nit:" for "nitpick". Of course this is far from the solution you are describing, but I feel that it already helps a lot!

Interesting take. Sounds like your are suggesting "Review Stages" where I can say "this is a stage 1 finding and needs to be resolved immediately". I wonder: Should both parties have to agree to proceed into the next stage? Or should it be the decision of the PR author alone?
