Serious question because I don't know. If a document, even a legal document, is part of an ongoing investigation, can it be withheld as criminal evidence and not shown?

The VA helped my dad get chemo paid for when it hit him due to Agent Orange. I'll never forgive a draft dodger for taking away from a necessary service for our countrymen who fought and died for all of us.
