I'm pretty sure it's this option, configured on a map to map basis rather than in the game.
The left is West Coast, the right is Italy.
Use F11 to get into the World Editor, search for that level info value.
You should probably make a backup before you start chopping away at these variables...

I think the break in the grey line (highlighted) indicates it.
