No, I told them it should be a reply on the list for transparency. But TLDR, PEAR is mostly not to do with PHP, apart from the domain name, so the consensus was that the RFC process wasn't the correct way to tackle this particular thing.

It hasn't affected MY insurance premiums?? If anything it's gone up. I'm dead against 20mph limits because of this.
