❗As we warned: 2021 changes to care planning secondary legislation have radically restructured children's care system, giving veneer of legitimacy to what was once shameful.

⬇️ This kind of accommodation is meant to be restricted to children able to manage without any care or consistent supervision.

New research by @ProBonoEcon highlights often very profound needs of older children entering care. Last government facilitated growth of market in care-less accommodation, where 4 in 10 children in care aged 16 & 17 now live. Most profitable part of care system, according to CMA.

Feltham child prison now described as "most violent prison in the country".

Of 84 children imprisoned there at time of inspection, 51 had been in care.

22% of all children too scared to make a complaint.

2 children locked in their cells for 100 days.

Come on @ChildrensComm, there should be no 'ultimately' about children's safety & well-being.

The children's care system either provides equal protection for 16 & 17 year-olds consistent with the Children Act 1989 & the UN Convention on the Rights of the Child, or it doesn't.

May 2024 - photos below published by prisons inspectorate, depicting conditions for children.

April 2024 - Scottish Parliament passed legislation to end the imprisonment of children.

December 2016 - UK Government pledged to close child prisons, but still no published strategy.

Seems Labour is going to make manifesto pledge to extend the franchise to 16 and 17 year-olds.

Every year we have to submit an FOI request to obtain disaggregated data showing how many children in care died or suffered serious harm in accommodation without carers & consistent adult supervision.

Each time we've been told data is not held on children in care living alone.

More than 2 years ago, government told @EmmaLewellBuck that official statistics would record when unaccompanied children have died or suffered serious harm.

Today's published data on 'serious incident notifications' still omits this information.
