Yep had a Wizard PC with a slave background come up with on the spot his background story, his strange rock was part of a chaos statue (and it talked to him for the rest of the campaign), just to get a d20 on identifying a chaos statue...

Yes, everyone uses their action dice for skill checks... Except if they aren't skilled in what they are trying and use d10s. A 6th level warrior who is a dragon hunter could use their d20 to climb a vine covered wall, and a d14 to remember something about wyverns... At least that's how I'd run it.
