Now that I've 100%'d Dispatch, I can confidently say - 6.5 / 10
The actual Dispatch work was more fun than I expected. They were also the ONLY place where it felt like decisions mattered, cause entire Heroes / Options would be locked out and you'd have to actually adapt.

So far our prevailing theory is instead of an EMP with a long duration, it's a straight up Toggle Off. Anything that's affected by Thatcher needs to actually be picked up and re-deployed. If that Defender is already dead, sucks.
