I assume most conversions happen abroad, that there is not much reason to keep foreign exchange balances within the U.S. financial system, but I wonder if you have a sense of this and whether/how it matters where the currency exchange happens.

New York City's local public sector has been doing fine, but it's tax system has not kept up with a growing economy. As a result the public sector is, in terms of GDP in the five boroughs, actually shrinking.
