In order to maintain control of the system that has a competing adversary, you can't become predictably reactionary in a way that shifts the power of predictability out of your own hands.

Anyway, at a certain point, after high-risk successful ventures, the group has to readapt by becoming less reactionary to the same conditions and, therefore, less predictable. Like altering the path you take home from work etc.
