Scotland exists in the UK only through Westminster-granted powers.

The Scotland Act creates and defines Scotland’s Parliament.

Those powers can be altered or removed by Westminster at any time.

England by contrast -
Westminster is England’s parliament by default. That demonstrates unequal status.
