No it means when there is a 500 unit apartment approved it won't be stopped by NIMBY filling a BS lawsuit. Don't u understand the options are not free for all or no housing being built. You can have regulations that works. It's almost like u can't convince of a world with good housing regulations.

There will never be apartments in San Francisco if lefties continue to hate anybody who seeks to make profit. Do u understand that with the level of economic output San Francisco has it should look like Shenzhen or honk Kong but no "building bad because building make people money".
