It's very worth noting that these are the conditions *all* detainees are held in. Not just the "dangerous criminals" who make up a tiny fraction. ICE attracts people who despise immigrants, and the cruelty is the point.

Your plan is to divide. What you're actually doing is driving us together. Call me optimistic, but I think you overestimate their loyalty. The more you make it clear you couldn't care less about them, the more you use them against their families and neighbors? The more they will resist you.
