The problem with shutdowns is not that they're too painful, it's that they're not nearly painful enough. The constitutional text is unambiguous and absolute. No appropriation by Congress, no spending. On anything. Not that the executive gets to pick and choose what's "essential." Zilch. Nada.

Maintaining anything like a democracy with rule of law instead of collapsing into autocracy is, in a sense, a societal collective action problem, and one that the vast majority of societies over the vast majority of human history have failed to solve.
The f*cked part is that this is a totally rational thing to do in an autocracy. Businesses know His Royal Majesty can make doing business inordinately difficult, so they lavish him with gifts and praise his greatness and etc etc

Socialism includes things like free equal justice for all, free education, taxation to support infrastructure, one person-one vote, and social safety nets to ensure that no one dies of hunger or exposure. Capitalism provides lots of nice things, but it doesn't provide *ANY* of these.
Mayor Brandon Scott has reduced crime in Baltimore by 62%, and now has the lowest homicide rate in Baltimore history.

How did he do it?

NOT be spending more on police. He did it by MAJOR investment in afterschool and literacy programs.
