There is a problem for both of them if Trump should be unable to sign a pardon before he hands over the pen, although there is a good chance these two already have a blanket pardon in their back pocket.

That said, Noem and Hegseth are well aware that they're above the law—and that Trump would pardon them for any crimes. So the fact that they've committed crimes and deem themselves above the law *because of Trump* only ties them *closer* to Trump and makes them *more* willing to do whatever he says.
