The US forgot that nations conduct diplomacy for benefits, but imposing tariffs isn't diplomacy. It's extortion...
Looking at historical events, when has such a trade war happened again ?
The other member countries can ask for the US to be expelled from the organizations, if the negotiations don't work - but I don't see the organizations saying anything about negotiations.
Something very strange is happening now when we are in the midst of a historic, and global trade war.

The US is a member of the World Trade Organisation (WTO) and World Customs Organisation (WCO), and -as a member-, the US must apply the WTO and WCO practices that don't say that the tariffs imposed on goods are based on their country of origin. This never happened in decades.
2/2 Why ? Bcs the citizens in importers' country must benefit from getting the best products at the cheapest prices.
What will happen in the US ? Well, the US citizens will pay the price for the increased tariff...

So, the importers must be free to import goods and services from any part of the world.

Trump is playing a strange stock market, holding other countries' economies as his own shares. He will let them bottom out and then start buying, only to sell them later at a much higher price.
Think in stock market terms.
