It hasn't worked. The second home owners weren't buying affordable ( to first time buyers at least) homes. Cottages around Llanberis go for £500K+. It's insane. Tourism is the ONLY industry here. Sure, you can't rent your second home anymore but you sure as hell can't sell it either.
