This line of Trump post about 'giving San Francisco a chance" should scare the hell out of you - "I told him I think he is making a mistake, because we can do it much faster, and remove the criminals that the Law does not permit him to remove."
Looks like Trump blinked about San Francisco. I'm a bit shocked.
Get a Federal judge and have them issue the oath of office. It's that simple. I get that there's an element of necessary political theatre, but she needs to be sworn in now!
It's partly Smith's fault. Pretty much everyone knew that there was no way that SCOTUS wasn't going to rule the way they did, maybe slightly narrower, but the writing was on the wall. He should have gone for it with 1/2 a case instead. I get why he didn't, but he should have.

The Dems need that messaging, and it's starting to get out. The two ideas clashing will help set the tone for the Mid-terms, of course, and shutdowns in the past have hurt the Republicans, but they seem to have a better handle on getting messages out and clear.
So, this could easily be a win for Trump, right? Well, yes, especially with how effective they've been with their messaging. The one thing that stands against them is that there are places that are already showing great increases in rates. Alaskans are reporting so right now.
This is a risky play, and one that also shows something to the Unions. By standing up for workers against Trump, he'll come at you and tie things up in the courts such that even if they win, it'll be largely moot.
Then there's the hard part: this ties up funds until the entire thing plays out in the courts. I would doubt this would have a fast resolution, and until then, Trump could claim budgetary savings, he streamlined the country, etc.
This will make it much harder for Dems to hold the line, perhaps even swinging the tone from a failure of the President to a failure of the Democrats in Congress.
So, let's put the entire not paying Federal workers backpay thing into perspective. First, it's illegal, and the rule that solidified that was put in place during Trump's first term. There's the fact that what he wants is to get the Dems to fold and fold hard, obviously.
