欧盟正酝酿第18轮对俄制裁方案，拟将20多家俄罗斯银行从SWIFT国际支付系统中剔除，以进一步切断俄罗斯的国际金融联系。此外，欧盟还计划将七国集团对俄罗斯原油的价格上限从每桶60美元下调至约45美元，并禁止“北溪”天然气管道的运营，旨在削弱俄罗斯的能源收入。该制裁方案还包括约25亿欧元的新贸易限制，针对俄罗斯的“影子船队”、俄罗斯直接投资基金，以及协助俄罗斯战争努力的银行。目前，欧盟委员会正与成员国协商，制裁措施需获得27国一致同意方可生效。德国已表示支持禁止“北溪”项目。此举标志着欧盟在俄乌战争持续背景下，进一步加强对俄罗斯的经济和金融施压。
