The problem with laws which give a president extraordinary powers in an "emergency" lies in who defines "emergency."
Legislators writing such laws don't realize that corrupt and dishonest presidents may falsely declare an "emergency" in order to gain and consolidate their power.

Trump's love of Tariffs is part of his dream to eliminate the income tax. Income taxes are progressive, meaning the very wealthy pay a greater percentage of their earnings in tax (theoretically). Tariffs, which are basically sales taxes, hit low income earners the hardest (a regressive tax).

The "on again, off again" tariff situation makes for poor economic policy, but it makes for great grifting. There will be a steady flow of supplicants begging for exceptions and offering all sorts of bribes in return.
