To expand the U.S. Supreme Court (SCOTUS), Congress needs to pass a law (like the proposed Judiciary Act) setting a new number of justices, which then becomes effective when signed by the President, as the Constitution leaves the Court's size to Congress, a power exercised seven times historically.
SCOTUS is nothing more than an arm of the GOP. Expand the Court. Impose term limits.

To impeach a Supreme Court Justice (SCOTUS), the House of Representatives first impeaches them by a simple majority vote for "treason, bribery, or other high crimes and misdemeanors," then the Senate holds a trial, requiring a two-thirds vote to convict and remove the Justice from office.
When the Democrats get back in charge, they need to really impeach a lot of these Supreme Court justices
