Healthcare needs a matrix of Quality Indicators not simplistic Targets.

Remembering the most likely mediator of reduced mortality in the original EGDT therapy was the presence of the CI in the intervention arm, the regular attendance of an interested and informed clinician (and skilled ICU nurse) likely has a bigger impact than any single drug or intervention.

I had to make a huge prolonged effort to persuade Consultant colleagues in NHS Highland that patients should receive copies of outpatient correspondence.
Half baked? Sounds as if the ingredients have not been gathered, no recipe and the oven has not been switched on ...
When I moved to work in NHS Scotland I was shocked the culture was patients don't need information about their diagnoses and treatments and certainly nothing should be available online. Also, all IT had to big slow and clunky. Antediluvian thinking and snail rate progress.
The soil that came through the grading is superb! We might even get 2 carrots next year. Oh! And we got 2kg of potatoes during the process!
