Idk this might make me sound like a moron but words are for communication. If you can't bring yourself to speak in laymans terms and HAVE to use the full extent of your vocabulary in casual settings, you don't then get to complain that people don't know what the fuck you're saying.

But like my genuine real answer is I start with a vauge concept or theme. What I want to say and through what vehicle I want to say it. And then it's a lot of that ping-ponging back and forth between the worldbuilding which then informs the characters which then informs the plot and then back again.

Alternative perspective: We live in a world where property is valued over human lives. Graffiti can be a peaceful form of protest that brings color back into otherwise dismaly grey urban areas. maybe keep small businesses and peoples homes out of it but otherwise it's pretty cool.
