To me, this looks more like Ford is consolidating control of the conservation authorities under the premier's office. I'm sure it's purely coincidental that this would make it much easier for him to do favours for his developer friends.

Count me as very skeptical that we’ll be better off by “consolidating” conservation authorities in Ontario. These are agencies with significant local knowledge and experience that are tasked with making sure our communities don’t flood.

Switching posting gears to another government... I feel like the lens to view what Ford is doing or trying to do with taking over school boards, diminishing regional governments, micro-managing city streets, and now dismantling / amalgamating conservation authorities is as a consolidation of power.
