They are very interested in metalworking and petroleum plastics (they've been studying our oceanic waste for a few decades now)

Biologically they are fascinated and baffled by the surface world. Everything up there is huge and inefficient and as alien to them as they are to us.

They can also steal chloroplasts from algae they eat and then literally veg out in shallow depths photosynthesizing their nutrients.

Their domestication and cultivation of other flora and fauna are their biggest strengths and so they use biologically derived analogs of many things and their small size meant they could get by with alot less.

So ahead in some directions and behind in others.

They have weird gaps tho, since being underwater precluded the use of fire and electricity outside of hydrothermal use.
