The problem with dem socialism, especially on a small scale is that it is surrounded, the institutions and other people in power are against you, you haven’t seized the rest of the levers, and capital still reigns supreme. They can also just leave or do illegal things and take your tax base

Right but in that estimation, Belgium's treatment of Congo and the German pursuit of a foothold in Africa was a large player in that as well. Since WWII it's been primarily done by or at the behest of the US.

It's definitely an important part of fascism's development (i.e. the KKK) but I would argue that globally it was the British Empire before they faded as the global superpower. Spanish-American war was more colonialism than fascism (though I'll grant you the distinction is dubious)
