make them ridiculously overpowered while nerfing what they aren't. fire protection makes you completely immune to fire but if you touch water you instantly die. bane of arthropods 1 on a wooden sword 1 shots spiders but bane 5 on a netherite sword does half a heart to anything else. etc

It’s actually okay for things to be hard. In fact one should expect to someday encounter something hard. Perhaps even framing things as hard prepares us better for when things really get hard
