State continues to circle the drain. Its economy will suffer long-term as best students go elsewhere for training and stay away. Companies will not recruit from programs where qualifications are second to citizenship status.

FPS math. They used to bill Federal agencies using square feet in GSA leases. As occupancy dropped, they cooked by billing based on a 5 year average. We moved out, now years ago, but the space is still "part your average because you used to be there." We paid for guards & received nothing from FPS.

The FPS that figured out how to bill Federal agencies to protect space we had vacated based on the average of bills for prior 5 years, not current occupancy.

Similar experience while I was in grad school! The interviewer complained I received more financial aid than her daughter. (I didn't have a parent on the City payroll, I had a mom with MS and a dad on Social Security.)
I had $7 per week for food after rent and utilities.
