I know I have had more time to improve this skill as I spent years doing screenshot edits for Steven Universe, yet it's all the same. Studying the style and looking at guides other fans have made for the series/media in question also helps as they can sometimes help break it down for you.

I haven't done Hazbin-specific edits in a long while, but most of it (for me at least) comes down to grabbing as many references as I need. From poses to expressions, etc. Then I do my best to draw the character to scale and color-adjust. It honestly is a back-and-forth process that takes time.
