Indeed it is! The pitstop configurator has been live for a while now. To access it, calculate a strategy and save it. Once it is saved, select a car and track at the top, after which you can configure the pitstop in each stint by clicking on the stints title.

A small yet impactfull change to the Strategy Calculator on the API. Instead of filling up stints with laps to the full, it now extends those stints that are short and in order.

A fix for the race progress calculations in strategies is just being deployed! Without this one, your car would have been required to start producing fuel in some situations! Crisis averted!
