Also, to be clear. I'm not trying to prove that the mall is a failure, I'm saying the growing chorus of complaints about the mall, especially from businesses owners, can lead to talk about restoring traffic....as it has in many other communities with ped malls.

On the contrary, that was my point of entry to the mall for decades, especially when I lived downtown. And how I discovered Hedge! Anyway, my point is a lot of downtown business tend to celebrate car-centric ideas -- more parking, vehicle crossings, etc. -- and that's a strange disconnect.

Yes, I would hope so, but it has happened frequently in other communities with pedestrian malls, and it begins with businesses complaining they can't survive, people saying it's not safe, etc. A restaurant on the mall just closed saying they couldn't survive because foot traffic was down.

Exactly. As I pointed out in my story, they were happy in the past to be on 4th Street where the traffic is, as was the owner of Hedge. And Spring Street moved to Barracks Road. Subtext from a lot of businesses on the mall is that they wish there were cars and traffic in front of their stores.

How long before “the mall is a problem” starts turning into “bring traffic back to Main Street”? Sounds farfetched, but the drum beat from certain quarters is drifting that way. And its happened elsewhere.

The alleged crime here is that James bought a $137,000 house in Norfolk as a second home, but used it as a rental property. Seriously, that's it. What's more, James clearly bought the house for her grandniece and her children, who have been living there rent-free.
