🚨This report highlights the urgent need for legal and policy reforms in Armenia, Montenegro, and Ukraine to align with Council of Europe standards and protect the human rights of trans people, whose lives are severely impacted by systemic discrimination.

✅ Prioritises intersectional data & funding

✅ Ensures meaningful participation of trans-led and sx worker-led organisations

✅ Advocates for the full decriminalisation of sx work

✅ Mandates trans-inclusive enforcement

3/ A rights-based, intersectional Anti-Poverty Strategy must tackle systemic inequality, deconstruct stigma, and ensure meaningful participation for those most affected. A headline target isn't enough. The strategy must dismantle the structural barriers that perpetuate poverty for all.
