These days, poor countries that owe money are facing pressure to pay interest on their debts. Those countries pay interest on their debts instead of spending money on health and education.

In the 1980s, when Somalia accepted the advice of the International Monetary Fund (IMF), it reduced the budget spent on education and health. In the 1986-1987 school year, Somalia implemented a system where parents paid part of the teachers' salaries. The government used to collect money from each student because the IMF ordered the government to direct a large part of the education and health budget to pay interest on the debts owed to Somalia.

The debt forgiveness for Somalia is a success for state-building. 

David Milliband, a former British Foreign Secretary, wrote in the Financial Times that debt relief for poor countries should be reformed so that debt relief can be used to fund education and health. If Somalia had remained in the interim, debt relief would not have been possible.

The explosion, which was reportedly caused by a landmine, occurred this morning in the Dararmadobe area between Tuurmasaale and Dhaadaar.

Today's explosion came after a few days ago. The deputy speaker of the Puntland parliament, Mohamed Baari Shire, said that the bases cleared of ISIS have now returned.
